developments are impossible without approximately a thirty The second is that in its per cent increase in our income. endeavour to be of service to China, Hong Kong may reason- ably be regarded as acting not solely on her own behalf but also on that of the British Empire as a whole and especially of Great Britain: consequently Hong Kong has a right to look to the Empire to help defray the expenses.

These issues lie at the root of the University's future and I am strongly desirous that the Vice-Chancellor should I discuss them in London during the next long vacation. therefore propose to set up a committee consisting of a few members of the Court of the University to consider and report upon what steps are necessary for the development of the University up to the standard at which it would be able to fulfil the high function for which it was founded.

I shall be glad if members of the Council would now express their views upon the Vice-Chancellor's note and upon what I have just said.

The terms of reference were:

(a) To consider what developments of studies are desirable and possible in order that the University of Hong Kong may co- operate more effectively with the Univer- sities of China in higher education. (b) To consider what additional staff and expenditure will be required if such developments are to be pursued.

(c) To consider other proposals for the im-

provement of the University.

(d) To make recommendations regarding the

foregoing.

A preliminary meeting of the Committee was held on the 14th March, 1939, and from that date until the 28th April, 1939, the Committee met regularly. In all thirteen meetings were held; seven in March and six in April.
